Selectboard’s Work Session Minutes

The meeting was called to order at 5:06 PM by Chair Karen Day.

5:00 PM: Meeting with Town Counsel, Bart Mayer
The Selectboard met with Town Counsel. Meetings with Town Counsel are privileged and considered non-meetings, which are not open to the public.
6:30 PM: State Representative John Manley
At 6:35 PM State Representative John Manley met with the Selectboard. Representative Manley has filed several bills with the State Legislature and took the time to report these to the Selectboard. The first would allow for municipalities to do background checks on seasonal workers every three years, as opposed to every year. The second bill he reported on was the recent change by the State to have municipal vehicles inspected every September instead of every March. This year because the law is changing, municipalities have to inspect the vehicles twice. Mr. Manley thought that the State should have allowed the inspections to stand for 18 months rather than have small towns have to pay for inspections twice in one year. He provided the name of a Department of Motor Vehicles representative that is a contact if the
municipality has issues with getting the second inspection done. Lastly Mr. Manley outline a recent amendment to a Bill that he is putting forth. The Bill has to do with Transfer Stations and would allow volunteers and part-time workers to be exempt from the provisions of being eligible for managing the stations.
There followed a short discussion on the State budget, its revenues and cutbacks that have been announced in the news. Mr. Manley reported that adequacy funding for schools has been cut in certain areas. The cuts represent downshifts to school districts. Mr. Manley provided a spreadsheet showing the result of the 4.2 cent gas tax. He said that for 2016 the gas tax appears to have been shifted to other priorities in the budget instead of to the roads.
7:30 PM: Documents for Review and Approval
The Board signed documents and reviewed correspondence. The Board discussed several A/P invoices and approved them. The Board approved A/P Checks. The Board approved corrected minutes of 9/24. The Board reviewed the Tax Deed list. The Board approved four Meeting House Rental forms. A question from Loren White regarding the Peterborough Hazard Mitigation Plan was discussed. Mr. White asked if Greenfield had provided Peterborough with a copy of the Greenfield Hazard Mitigation Plan. The Administrator said that this question could be best answered by John Gryval, former Emergency Management Director. Southwest Regional Planning oversaw the plan and worked with the Hazard Mitigation committee to formulate the updated plan.
Adjournment
On a motion by the Chair, and a second by Selectman Atherton, the Board voted to adjourn. The motion carried 3-0. The meeting adjourned at 8:35 PM.
